TCP Port Blocking / Opening

Hi, all --

Maybe my question is silly, but it doesn't hurt to ask.

I want to block/open TCP ports from terminal, how do I go about doing that?
What commands do I use?  I don't want to use any GUIs, I want to understand
how it works.
