I don't have answers for your other questions but this one is known.  In
the network configuration tool tell the system NOT to load the interface
at boot time.

Someone else on the list pointed this out to me a month or so ago.  And
I still think it is a bug.  If you tell an interface NOT to start it
should never start.  Instead what happens when the pcmcia is started the
interface will startup.

I agree also this is not causing your VPN problems.  I had a problem
with Checkpoints Secureremote software a couple of years back.  We found
that only one DNS server could be setup in the policy.  The way we found
this was that DNS sever went down and none of our remote users could use
DNS. At the time there was no fix for that.
