system clock is too slow

Not true.

The timezone file makes the appropriate 1 hour shifts as a jump for
those areas that use DST and the offset is adjusted to keep time in
sync.

I use ntpd and have my time set to local and I do live where DST is used
with no errors in maintaining sync.
