GPG/Windows/IDEA.DLL

I know this is totally off topic, but I need help and fast.  I have this 
PGP file I need decrypted, I only have GPG on my WinXP box.  I have the 
IDEA.DLL file but gpg isn't seeing the .DLL.  I can't find an how-to on 
how to make it work. Anyone have any ideas or a URL I can go to to show me 
how to set it up?
