Have you checked your /etc/rc.d/rc.sysinit script?
Sorry if that's what you're referring to when you
mentioned /proc/cmdline.  Mine has:

if fgrep rhgb /proc/cmdline > /dev/null 2>&1 && [
"$BOOTUP" = "color" -a "$GRAPHICAL" = "yes" -a -x
/usr/bin/rhgb ]; then
   /usr/bin/rhgb
   RHGB_STARTED=1
fi

I still get a graphical boot when I do a hard reset
when booting the kernel for whatever reason.
