Can I make icons on desktop smaller (gnome)?

Not that I know of, but what you might want to do, is what I do. Create
one or two extra menu bars for the left or right or top of your screen,
where you can easily control the icon size and how much space it takes
up. Plus, when you don't need it, you can just have slide right out of
the way to hide itself.

You can see the options by right clicking on the panel, and going to
"Properties", where changing the size once, affects everything in the
panel.
