Language problems

Hello there.

I installed FC1 on a machine recently an configured it to use the Icelandic
environment. I just use the console no X desktop. Now here is my problem.
When I edit the motd file for example the Icelandic characters show up in
the editor (vi) but when displayed on the console the Icelandic characters
are not Icelandic anymore. But reading the motd file is ok.
My question is: What files are to be edited for national language settings
and are there any console tools to do this.
By the way, I never had this problem in previous Redhat distributions.
