php not starting on apache server (fecora core 1)

I tried the line recommended by Alexander  and if the file is not in the 
webserver directory it does not give a response.   If it is in the 
webserver path (/var/www/html) and you call it with 
"http://localhost/test.php" (the file is test.php) it works perfectly.
