Almost.

If your app is GPL or one of the GPL compatible licenses then
you do not need a license.

With the exception of PHP License version 3, which is specifically
authorized so people with PHP > 4.sth can use the mysql php module, thus
enabling all the Free Software applications depending on these versions
of PHP.
