delay-enabling swap,keyboard locks

kernel 2.4 and 2.6

has anyone els had a problem like mine.
when i boot there is a small delay after the swap space gets enabled

only kernel 2.6
--------------------
keyboard doesn't work
only after i press ctrl-alt-del about 5 times does it unjam
it prints something like .,^3 .,^3 .,^3 then it works
problem is not in 2.4 boot
