Sorry for the late reaction, but I just noticed this thread.

There is a known issue with the localtime file in a chrooted bind
installation. It also took me a long time to figure this out, but the
solution is very simple.

Copy the localtime file from the /etc directory to the
/var/named/chroot/etc in place of the file there.
Restart bind.
