You can use GDM with the Xnest server:
  gdmthemetester
  gdmXnest
  gdmXnestchooser

gdmthemetester is to test new themes.  You can take a screenshot of this
window configured for any login type and theme.  This would simulate a
default console login screen:
    gdmthemetester console /usr/share/gdm/themes/Bluecurve/
