ftp via ssh2 not working with fc2

hello,
I am using RH9 for my production servers, But am thinking of upgrading
to fedora soon. I have been testing several boxes that I have upgraded
and newly installed both FC1 and FC2. one of the things that jumps out
at me is the inability to use an ftp client like cuteftp to ftp in ssh2
mode.

On the redhat9 boxes there is no problem even on a vanilla out of the
box setup. But with fedora  when setting ftp type "sftp using ssh2" I
get this error always.

I can ssh with telnet ssh and can ping all boxes

Any insight?
