System-config tools in text mode

I think it depends.  Some do have text modes, but some don't.  I can run
up2date from the shell prompt, but have never run the package GUI
without X running.  Errors about 'can't open display' suggest that the
tool is trying to run in X, even if it does have a text mode.  Look for
an option like '-nox'.
