Usb Scanner in Fedora 2?

There was a module called scanner for the 2.4 kernel. With the 2.6 
kernel, there is no longer a scanner module.
Since the usbdev module needs to be used instead, the permissions get 
set for the USB scanner as 644 (set during system start/ hardware 
detection).
 Also the owner of the device is root. If you tried the scanner as root, 
it would work. If you changed the permission of the file for the scanner 
as world readable 006, the scanner would work as a regular user.

The hotplug addition to the scanner program (sane-backends) was added so 
that the scanner can be turned on or the usb cable unplugged or 
unplugged to get the permissions changed  to 600 for the console owner. 
(GUI) when the device is recognized. The device needs read/write access.

Basically, if this hotplug feature was not added, there would be a more 
serious problem than turning off and then back on the scanner or 
unseating,then reseating the USB cable to the scanner.
