For gtk2 apps you can input various languages including Japanese
independent of what locale you're in.  You need to have a language
engine (LE) installed for that: for ja it is iiimf-le-canna
which uses the canna dictionary server backend (like kinput2 does
by default).

If you install that and iiimf-gtk and iiimf-gnome-im-switcher
you should be well on your way.

Finally to enable IIIMF in your X session do:

$ mkdir ~/.xinput.d
$ ln -s /etc/X11/xinit/xinput.d/iiimf ~/.xinput.d/default

to always turn on IIIMF for all locale.  If you only
want it on for German, replace "default" with "de_DE".

Hope that helps.  Unfortunately this information
is missing from the FC3 release notes...
