The xorg.conf part is important!  Consider a bad module
that causes the system to lock up.

If the module is loaded very early without regard to run level then an
unstable module can present the user with a difficult situation.  If
we stick to letting xorg load the module at run level 5 then the
system admin can fix things in run level 3 because xorg is not active.

Anyhow just thinking with my fingers on the keyboards....
