password: howto require a new password when hold is expired

It is possible to require a new password when hold password is expired
when a user do login with telnet or ssh?

I have set the expire password via chage command, but when the password
expire the account is unavaiable and do not require a new password

Is possible do that? or I must insert some shell script into
/etc/profile?
