yes. its a factor .if you had fc 2 selinux enabled you would get the
strict policy enabled by default for fc3. if you had disabled fc 2
selinux you wouldnt get selinux enabled for fc3. if you upgrade from
fc1 you will get targetted policy enabled by default on fc3
