Serial modem not working after FC3 boot

Isn't /dev/modem a link to /dev/ttyS0 or S1?  Does copying the link into
/etc/udev/devices have the same effect as copying in the actual device
file?

In any case, support for ttyS* looks like its built into the kernel. 
Couldn't the OP point KPPP at /dev/ttyS0 or S1 instead of /dev/modem.
