Why no /proc/config.gz on FC-3 kernel?

I just noticed that the official FC-3 kernel (linux-2.6.8-667)
doesn't output /proc/config.gz .
I wonder why not?
This is usually quite useful,
and is a simple option to choose when creating .config
with xconfig or menuconfig.

(I wanted to see why a serial mouse does not work
on the kernel I compiled, while it does work with the FC-3 kernel.)
