Well - P4 chips are power hungry - so that could be an unsolveable
problem.  Is it a mobile P4? If so - it should support speedstep. Does
it work?

Try the following:
# grep MHz /proc/cpuinfo
model name      : Intel(R) Pentium(R) M processor 1600MHz
cpu MHz         : 598.068
# cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_driver
centrino
# cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_governor
userspace

You might have to change 'speedstep-smi' to 'peedstep-ich' for P4
