I think you answered your own question.  Of course that integration 
takes time, and, were I the maintainer, I would rather use a slightly 
older version than risk my improvements causing unknown problems due to 
lack of testing.

Of course, Fedora seems to have goals that are at odds with one another 
in this respect, specifically the goal to "do as much development in 
upstream as possible" seems to be at odds with being able to do any 
modification of upstream sources to add integration and functionality.

I, for one, would rather have a tightly integrated, functional 
distribution than just a collection of the latest packages.  You can 
already get the latter from Debian Unstable or Gentoo if you'd like.
