I mentioned back on Friday at the start of this thread that I have RPMs
for tidy (it's in libtidy-progs, and requires libtidy) at:

http://www.city-fan.org/ftp/contrib/libraries/

Installing libtidy-progs does make quanta happy; at least it does here.
