/etc/sysconfig/keyboard ???

My /etc/sysconfig/keyboard contains:

  KEYBOARDTYPE="pc"
  KEYTABLE="be-latin1"

I understood that /etc/sysconfig volume contains global settings for system.
Thus, if it is, the keyboard should be "be-latin1" for all users.

On each system start for each user I must confirm/define the keyboard settings.

Any idea?? in order to have the good keyboard config on each system start?
