in the homedir of the user whom you are running vnc as, there's a .vnc directory and a file called startup (at least on Red Hat it is called so). In this file you can determine, which windowmanager should start.
Here's my xstartup (it's a Red Hat ES 3.0 but should be similar on Fedora) that starts the default gnome-session:
