Partial content support in SCP?

Is there partial content support in SCP like that of wget -c?? It's
pretty bad that i have to open up a web server to get files from a
server that has only ssh enabled.

Rsync doesn't work as well (AFAIK), once the process is killed, along
goes the .xx file.
