Copy + Paste in Quanta (FC2)

I can tell you that it works for me - copying and pasting within Quanta+
- same file / different file - no problem... select - Control-C,
position cursor, Control-V

Are you sure that you are using KDE? If so, can you switch to Gnome? 
Did you ever mess with your keybindings?
