select ESSID from multiple choices

In WinXP if more than one wireless network is present, I can select from a 
drop-down list which one I want to connect to or does anyone even know of a 
way to view them all and select one from a command line?

Note, I don't want a way to select from ESSIDs that *I* already know exist, I 
want to be able to get a list of all ESSIDs that my wireless NIC can 
currently "see".
