Yum 2.2 w/ HTTP proxy fails w/ error "Cannot find a valid baseurl for repo:" [SOLVED]

It turns out there is a small bug in urllib2.py in the Python Library.
The above Yum bug report is now closed with an analysis of the root
cause.  I have now raise the following bug report against Python:
