This syntax means "root filesystem is the one with label of /12."  It
requires initrd support.  This allows one to add/delete partitions and
add or move drives and still have a working system without modifying
root=... in grub.conf.  Of course, you still have to manually make sure
the grub boot sector and "root (...)" line of grub.conf still point to
the right partition.
