Creating Emblems?

Hey all:

In FC-3 I could create custom 'emblems', and copy them to /usr/share/icons/Bluecurve/48X48/emblems.

After logging back in they would be available to apply to folders, etc...

With Rawhide this no longer works. So what is the right way to do this?
