Kmail 1.9.1 (KDE 3.5.0) : no config screen

I also had the same problem with some (not all) of my accounts. I never 
found a real solution. I made new user accounts for the broken users and 
things worked fine. Looks like something in the old config files doesn't 
work correctly with the new code.
