I saw the same thing while cloning a hard drive. I hadn't set the
permissions correctly for my /tmp. Notice the "t":
drwxrwxrwt 11 root root 4096 Dec 22 22:01 /tmp
It's possible that you've got the same problem.
Otherwise, if you've been changing user account details, you mightn't
still own the files you've previously created in /tmp and are trying to
use them again. The solution to that would be to log out, and use the
root user to delete all the files in /tmp. This is easiest done when
the GUI isn't running.
