tftp problem

I have a problem with tftp server on FC4.
 I have installed the server as the documentation suggests.
after rebooting the xinetd service, I can't access the ftp
server. I have disabled all firewall and SELINUX.
here are my commands
[root at localhost ~]# service xinetd restart
Arrêt de xinetd :                                          [ 
OK  ]
Démarrage de xinetd :                                      [ 
OK  ]
[root at localhost ~]# ftp localhost
ftp: connect: Connection refused   (CONNECTION REFUSED)
ftp>
