Nonexistent devices in /etc/securetty?

I have noticed that on both my FC1 and my FC3 machines (which were fresh 
installs, not upgrades) the /etc/securetty file lists:

vc/1
vc/2
vc/3
vc/4
vc/5
vc/6
vc/7
vc/8
vc/9
vc/10
vc/11

These devices do not exist.  Why are these entries included?
