Besides what I already answered in my other reply, the syntax is wrong.
If for some reason you need a static route - device independent! - then
use /etc/sysconfig/static-routes. The /etc/init.d/network script will
then read those lines starting with "any".

        # Add non interface-specific static-routes.
        if [ -f /etc/sysconfig/static-routes ]; then
           grep "^any" /etc/sysconfig/static-routes | while read ignore
args ; do
              /sbin/route add -$args
           done
        fi

Your line above even misses the gateway address behind the "gw"
parameter.

For setting up device specific static routes you will have to use
/etc/sysconfig/network-scripts/route-eth1 for instance.
