Just a thought Jim.
Have you made sure you bring the old network down?
I had a similar problem in another RH distro, can't remember which one now, 
and had a short script that went something like this:

ipdown <last eth>
service network stop
service network start
ipup <new eth>

Overkill perhaps.
But it worked.
Never did find out why it was needed.
