I have recently been doing the same thing.

Here are two ways I have done it.

First way - Almost Normal:
Make an App Launcher on the panel for everything she will run.
Remove "Main Menu" or "Menu Bar" from the panel. (It can still be 
accessed via <ALT>F1.)
Add "Log Out" to the panel and put it where "Main Menu" or "Menu Bar" was.
Set to use only one workspace.
Remove the workspace pager from the panel.
Lock everything in the panel.
Make the Panel large.
Have GDM automatically log into her account.

Second way - Appliance:
Like the first way.
Remove everything but "Log Out", "Panel notification Area", "Modem 
Lights" (if using a modem), and "Clock".
Add as many workspaces as applications to be used. ie: 3 workspaces: 1. 
Open Office 2. Firefox 3. Thunderbird
Write a custom script that is run from the Gnome Session.
    Runs Devilspie to
        assign workspaces to windows opened based on binary
        maximize and no window manager decorations for primary windows 
based on title
    Runs Thunderbird, Firefox, Open Office
Add the Workspace switcher to the center of the panel.
