User eject of SCSI device node

Firewire device.
User can unmount device just fine, but user needs to be able to eject,  
not just unmount.

When attempting to eject, user is told can't read /dev/sdb2

When root attempts to eject, it does eject - but with an invalid  
arguement error.

When I try changing the permissions on /dev/sdb2 and ejecting as user,  
user gets same error as root, but it does not actually eject.

Is there a way around this without suid bit?
