PCMCIA NIC not functioning properly in Fedora C2

I note that the order of starting the network and pcmcia has been
changed in FC3.

It used to be that network was 10 and pcmcia was 25.
Now pcmcia is 09 and network is 10. 

This has made it so network services get started after the pcmcia
devices are activated, and eliminated the earlier problems.
