check your httpd.conf  and make this :
Alias  /mrtg/ "path/to/mrtg"
<Directory "/path/to/mrtg">
    Options Indexes
    AllowOverride None
    Order allow,deny
    Allow from all
</Directory>

after, see the permission on this directory
the permision are:  drwxr-xr-x

after restart apache
