I don't think someone just starting to write web pages would find emacs to
be simple. Maybe they'd find gedit or kedit to be simple, but emacs?

Depending on what's needed, a Linux unfamiliar with HTML could use
OpenOffice to create HTML documents. Someone with a little more HTML savvy
but basic requirements could use Bluefish or their favorite text editor.

There may be something that approaches the functionality of Dreamwever or
Frontpage, but I'm not aware of it.
