He probably doesn't need them.  Most configure scripts will check for 
them, but they are usually not required.  However, it never hurts to 
have them if you intend to compile open source programs.  Texinfo is 
usually more usefull for end user who simply want to compile program, 
than autoconf and automake (usualy usefull only to developers). 
texinfo, biff and yacc are usually the trio that is good to have. 
autoconf and automake, he can probably live without them (for most of time).

Anyhow, as you already realised, you'd need to go step by step and it is 
possible you'll need some additional tools and/or libraries.  If it 
complains about libraries, you need to install "devel" version of the 
package (for example, xorg-x11-libs is what you need to run X11 
applications, xorg-x11-devel is what you need (in addition to 
xorg-x11-libs) to compile X11 applications).  Just go slowly step by 
step.  It might look frustrating at the beggining, but more programs you 
compile, more complete your collection of development packages will be, 
and less you will need to add.
