ntpd not syncing

ntpd broke after updating from FC2 to FC3:

In ntp.conf, I have:

server  127.127.1.0     # local clock
fudge   127.127.1.0 stratum 10

In syslog, I get:

Jul 15 22:05:12 headache ntpd: ntpd startup succeeded
Jul 15 22:08:26 headache ntpd[8542]: synchronized to LOCAL(0), stratum 10

Yet ntpd still thinks its not synchronized (stratum 16):

ntpq> rv
assID=0 status=c524 sync_alarm, sync_local_proto, 2 events,
event_peer/strat_chg,
version="ntpd 4.2.0a at 1.1190-r Mon Oct 11 09:10:20 EDT 2004 (1)"?,
processor="i686", system="Linux/2.6.11-1.35_FC3", leap=11, stratum=16,
precision=-18, rootdelay=0.000, rootdispersion=4.605, peer=2500,
refid=INIT, reftime=00000000.00000000  Thu, Feb  7 2036  1:28:16.000,
poll=6, clock=0xc682eb0c.4e4bba12, state=3, offset=0.000,
frequency=0.000, noise=0.003, jitter=0.004, stability=0.000

It claims that it's not synchronized, and won't allow other ntp slaves to
sync to it.
