FC4 torrent stalled?

Is anyone else having trouble with the torrent today? It worked fine last night. It slowed *way* down this morning. Around 4 hours ago it stopped. I get the log message:

2005-06-14 17:40:55] "FC4-i386-cd-isos" : Problem connecting to tracker - <urlopen error (10061, 'Connection refused')>

I get the error stopping my client and restarting it. I'm accessing the stentz-binary-i386.torrent.

I read someone say ISPs are doing things to interfere with bit torrent. I'm trying to figure out if that's my problem.
