headers subdir missing in FC4 updates directories

In, e.g. 
        http://mirrors.kernel.org/fedora/core/updates/4/i386/ 
there is no headers subdir, while in
        http://mirrors.kernel.org/fedora/core/updates/3/i386/
there is one.  This seems to be causing problems with up2date.
The situation is the same in all the FC4 mirrors I've checked 
so far.

Or am I missing something?
