etc/resolv.conf gets overwritten with blank file upon boot.

Try this:
$ fgrep BOOTPROTO /etc/sysconfig/network-scripts/ifcfg-*

If any of the resulting output (which might be empty) mentions DHCP then
edit the referenced file and change

BOOTPROTO=dhcp

to

BOOTPROTO=static
