/dev permissions change after boot

There isn't a daemon to start udev, right?
What I take a look in this fedora is the kernel 2.6.9 isn't with support to
hot plug device...

rpm -qa | grep udev
udev-039-8.FC3

I ll try to update the udev today.

I dont't know why it wont set the permissions correctly. What version of
udev do you have? I use FC3 and
udev-039-10.FC3.7
