allow SFTP FTP but not SSH. Can ??

Yes. I know there may be other ways to this but...I recommend "rssh". There 
was a similar question a couple of months ago and Alexander Dalloz mentioned 
rssh. Since then I've been using it and I love it. It may be precisely what 
you may be looking for.
